The Gold Westfield Bag will only appear when you are playing at a Westfield destination. Location services permissions must be turned on for the Westfield App for the Gold Westfield Bag to appear.
If you are in-centre and still can't see the Gold Westfield Bag, check that your location permissions are enabled and restart the app.
